Article 60 of the Statute provides that, in the event of a dispute concerning the meaning or scope of a judgment, the Court of Justice shall extend it at the request of a party. The request for interpretation may be made either by a special agreement between the parties or by a request by one or more parties (Regulation, Article 98) 5. A compromise to arbitrate a dispute may be made by two or more States on an ad hoc basis or on the basis of a mutual declaration under the Statute of the International Court of Justice.  Article 36(2) of the STATUTE of the ICJ provides: “States Parties to this Statute may at any time declare that they recognize, ipso facto and without special agreement, in respect of any other State having the same obligation, the jurisdiction of the Court of Justice in all disputes concerning: a. the interpretation of a treaty; b. any question of international law; c. the existence of a fact which, if established, would constitute a breach of an obligation under international law; d. the nature or extent of the compensation to be paid for the breach of an obligation under international law. Article 36, paragraph 3, provides as follows: “The above declarations may be made unconditionally or on condition of reciprocity of several or certain States or for a specified period.  The terms of this Agreement will be revised annually and if at any time the ITF and the Company mutually agree to amendments and/or additions to this Agreement, such amendments and additions shall be agreed in writing and signed by the parties and deemed to be incorporated into the Special Agreement. In the Corfu Channel case (United Kingdom/Albania), the parties concluded a special agreement following the imposition of the judgment on the provisional opposition. The case concerning the arbitral award of the King of Spain of 23 December 1906 (Honduras v. Nicaragua) was filed by application, but the contracting parties had previously reached an agreement on the procedure to be followed when the dispute was brought before the Court.
